Normally, people drive politely on rural highway and give others chances to pass and stay in slow lane if they do not want to drive fast. However, in the urban highway, people change their ways of driving and become to aggressive as the traffic condition become worse and busier. People have to follow closely to prevent being plug in and pushed behind again and again. The congestion is mostly created by slow drivers in rush hours.
