Good question. Why does Canada become a troubling country which is still making trouble? The answer is that Canada has lost itself in the so-called universal values which are the basis of Western allies. The Western world is now in big trouble after Trump takes over the 2nd term. The rule of games has changed from politics to business. Canada is a country with slow reactions to make quick changes.
